A city under siege sent messengers to request aid from allies.

"Wait for their armies," the council said. "They will come."

They waited a month. Two months. Three.

The allies had their own problems. No army came.

A different council might have said: "Wait one month. If no army comes, we negotiate surrender while we still have something to offer."
