The Council Speaker

A council of merchants met to set prices.

Each merchant spoke over the others. Nothing was decided. Meetings ran for hours with no result.

They elected a speaker — one person to recognize voices, to call votes, to declare outcomes.

The speaker had no more vote than others. But without the speaker, there were no votes at all.
