The Divided Kingdom

A kingdom was split by a river. When a flood destroyed the bridges, each side couldn't communicate with the other.

Both sides held councils. Both sides elected rulers. Both claimed to be the true kingdom.

When the bridges were rebuilt, there were two kings. Civil war followed.

A united kingdom needs one authority. When communication breaks, mechanisms must exist to determine which side can act.
