The King's Decree

A king didn't announce laws verbally alone. Every decree was written and sealed before it was proclaimed.

If the proclamation was misheard, the written decree was definitive. If the king died, his decrees remained in effect because they existed independently of his voice.

The writing preceded the speaking. The writing outlasted the speaker.
