The Shifting Harbor

A harbor was silting up, but ships still needed to dock.

The city didn't close the harbor to dredge it. They built new docks in deeper water nearby.

Ships began using the new docks. The old docks handled less and less traffic. Eventually, they were abandoned to the silt.

Commerce never stopped. It simply shifted.
