Two kingdoms negotiated a treaty. Each waited for the other to make the next concession.

Neither moved. The negotiation stalled.

Years passed. The original diplomats retired. New diplomats arrived and found a stalled negotiation. They didn't know how to restart it.

The treaty was never signed. Eventually, the kingdoms went to war — not over the issues, but because the waiting had bred suspicion.
