The Stranded Travelers

A caravan company moved goods between cities.

Sometimes goods couldn't reach their destination: the recipient had moved, the city was closed, the goods were refused.

Rather than abandon these goods or let them fill the wagons indefinitely, the company maintained a warehouse in the capital for stranded shipments.

Merchants could inquire there. Problems could be resolved. Goods didn't disappear.
