The Harbor

A harbor could dock twenty ships at once. It tried to serve all who came.

During a trade festival, sixty ships arrived. The harbor let them all in.

Ships collided in the crowded water. Unloading took three times longer. Goods rotted while waiting.

The next harbormaster posted a rule: twenty ships at a time. Others anchor in the bay and wait their turn.

Merchants complained. Ships arrived intact.
