A library allowed unlimited borrowing.

Books disappeared. Shelves emptied. Readers complained they couldn't find what they needed.

A new librarian imposed a limit: no patron could borrow more than five books at once.

"Scholars need more," professors protested.

"Scholars need books to be available. A library with all its books borrowed is just an empty building."
