A city planned its streets for current traffic.

The streets were perfect — for five years.

Then the city grew. The streets, now too narrow, couldn't be widened without tearing down buildings.

The next city planned streets for twice the current traffic.

"Extravagant," visitors said.

"Foresighted," residents said when the city doubled.
