The Nested Seals

A king's decree was sealed in a chest, which was sealed in a larger chest, which was sealed in the vault.

To verify the decree hadn't been tampered with, one checked the vault seal. If the vault seal was intact, the chest seal must be intact, and thus the decree was unchanged.

Verification flowed from the outer seal inward.
